Governor Whitmer Makes Appointments to Boards and Commissions
LANSING, Mich. -- Today, Governor Gretchen Whitmer announced the following appointments to the Certificate of Need Commission, Underwater Salvage and Preserve Committee, and the Electronic Recording Commission.
Certificate of Need Commission
Amy McKenzie, M.D., an Independent of Washington Township, is the associate chief medical officer of provider engagement for Blue Cross Blue Shield of Michigan. She earned her Doctor of Medicine from Northeast Ohio Medical University, Master of Business Administration from the University of Massachusetts Amherst, and Bachelor of Science from Kent State University. Dr. McKenzie is reappointed to represent a nonprofit health care corporation operating pursuant to the nonprofit health care corporation reform act. She will serve for a term commencing March 11, 2021 and expiring January 1, 2024.
Renee Turner-Bailey, a Democrat of West Bloomfield, is the assistant director of the Social Security department for the United Auto Workers (UAW) International Union. She holds a Master of Health Services Administration and Bachelor of Arts in Linguistics from the University of Michigan. Mrs. Turner-Bailey is appointed to represent organized labor unions in this state for a term commencing March 11, 2021 and expiring January 1, 2024. She succeeds Tom Mittelbrun whose term expired January 1, 2021.
The Certificate of Need (CON) Commission has the responsibility to develop, approve, disapprove, or revise CON Review Standards that are used by the CON Program Section to issue decisions on CON applications. The Commission evaluates the Review Standards for modification on a three-year rotating schedule as identified in the Commission Workplan. The Commission also has the authority to make recommendations to revise the list of covered clinical services subject to CON review.

Underwater Salvage and Preserve Committee
Jeremiah Edson, of Traverse City, is the health, safety, and compliance manager for LGC Proficiency Testing. Mr. Edson is also a scuba diver with advanced certifications and experience diving on shipwrecks in three of Michigan's underwater preserves. He holds a Bachelor of Science in Marine Science and Biology from the University of Miami. Mr. Edson is appointed to represent individuals with experience in recreational scuba diving for a term commencing March 11, 2021 and expiring August 17, 2022. He succeeds Laurence Monshor who has resigned.
The Underwater Salvage and Preserve Committee provides technical and other advice with respect to maintaining Michigan's 13 underwater preserves. The Committee makes recommendations in regard to the creation and boundaries of Great Lakes underwater preserves, reviews applications for salvage permits, gives recommendations regarding issuance of permits, and provides input regarding the charging of permit fees and the use of revenue generated.
This appointment is subject to the advice and consent of the Senate.
Electronic Recording Commission
Patricia M. Niepoth, of Central Lake, is the register of deeds for Antrim County. She is a master certified county officer and a Michigan Certified Assessing Officer (MCAO). Mrs. Niepoth is reappointed to represent county registers of deeds for a term commencing March 11, 2021 and expiring January 1, 2023.
Meredith Place, of Portage, is the clerk and register of deeds for Kalamazoo County. She holds a Bachelor of Arts in Political Science and Communication Studies from the University of Iowa. Ms. Place is appointed to represent county registers of deeds for a term commencing March 11, 2021 and expiring January 1, 2023. She succeeds Brandon Denby whose term expired January 1, 2021.
Justin F. Roebuck, of Zeeland, is the clerk and register of deeds for Ottawa County. He holds a Bachelor of Arts in Political Science and History from Hillsdale College. Mr. Roebuck is reappointed to represent county registers of deeds for a term commencing March 11, 2021 and expiring January 1, 2023.
The Electronic Recording Commission shall adopt standards that address the acceptance and use of electronic notarization of documents submitted to a county register of deeds for recording. The Commission shall keep the standards and practices of county registers of deeds in this state in harmony with the standards and practices of offices of county registers of deeds in other jurisdictions, and keep the technology used by county registers of deeds in this state compatible with technology used by offices of county registers of deeds in other jurisdictions.
