Governor Baker Nominates SallyAnn Janulevicus and Zachary Hillman as Associate Justices of the District Court
BOSTON — Today, Governor Charlie Baker announced the nominations of SallyAnn Janulevicus and Zachary Hillman as Associate Justices of the District Court. Combined, Attorneys Janulevicus and Hillman have over 40 years of legal experience
“The decades of experience in public service that SallyAnn Janulevicus and Zachary Hillman will bring to the District Court make them well-qualified candidates,” said Governor Charlie Baker. “I look forward to the Governor’s Council’s consideration of their nominations for these appointments.”
“These two distinguished attorneys both possess the experience to serve the courts well should they be confirmed,” said Lt. Governor Karyn Polito. “Their skills and knowledge will allow them to serve all those who will appear before them with fairness and justice.”
The District Court hears a wide range of criminal, civil, housing, juvenile, mental health, and other types of cases. District Court criminal jurisdiction extends to all felonies punishable by a sentence up to five years, and many other specific felonies with greater potential penalties; all misdemeanors; and all violations of city and town ordinances and by-laws. The District Court is located in 62 courts across the Commonwealth.

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April 2015.
SallyAnn Janulevicus
Attorney SallyAnn Janulevicus has been a solo practitioner since 1991. Her concentration during this time has been in criminal defense, civil litigation, and domestic relations. Additionally, Attorney Janulevicus was an adjunct professor at New England School of Law. A 1985 graduate with a Bachelor’s degree from Boston College, Janulevicus received her Juris Doctorate from New England School of Law in 1990. Since 2018 she has been a hearing officer with the Massachusetts Board of Bar Overseers, handling matters pertaining to attorney discipline. Outside of her career, Attorney Janulevicus has worked as a pro-bono attorney for Healing Abuse Working for Change (HAWC), served as President of the Justinian Law Society of Massachusetts from 2000-2002, and has been a member of the Salem State University Assistance Corporation’s Board of Directors since 2018.
Zachary Hillman
Attorney Zachary Hillman has been the General Counsel for the Administrative Office of the District Court since 2017. He advises the Chief Justice, Justices, and Clerks on complex legal matters including legal developments, legislation, and ethics, in addition to other duties. Prior to his time in the Administrative Office, he served from 2008 to 2017 as an Assistant District Attorney in the Appeals Unit of the Suffolk County District Attorney’s Office, where he was responsible for a wide range of duties, from arguing over 90 cases in the Supreme Judicial Court and Massachusetts Appeals Court, to representing the office in community-outreach activities, such as meeting with members of Boston’s Somali community and neighborhood clean-up programs. Additionally, from 2007 to 2008, he served as a Clerk to the Justices for the Superior Court of Massachusetts. Attorney Hillman has also been a member of the Bar Association since 2015, and a member of its Appellate Bench-Bar Committee. A 2003 Plymouth State College graduate, where he received his Bachelor’s degree in History, and a 2007 graduate of Suffolk University Law School, he is also a member of the Massachusetts Law Review and the Boston Bar Association, and has served as a volunteer teacher with Discovering Justice.
