Thank You to Michael Alkhal, P.E. / Director of Public Works / City Engineer / City of Bethlehem for replying to the inquiry:
"I believe in the one instance you are referring to the Main Street Ramp which connects 378 to Main Street. This is a City owned structure and we maintain it. I’m confident the street/cartway was pre-treated prior to the storm, during, and plowed as soon as appropriate to effectively keep it as safe as feasible during and after the event. If you can be more specific as to the time you believe it was not maintained, we can review our AVL system to determine more specifically when we were on that structure and the condition at that time. As far as the sidewalks there, we would have got to them within 24 hours after the event ended, after substantial completion of our street operations. Mr. Sule, who directly oversees the clearing/treating of the miles of sidewalks/walks on or abutting City property, can provide more specific information with regard to timing of addressing the sidewalks at that location."

Mr. Alkhal also stated the sidewalk abuts a privately owned property. The sidewalks are the responsibility of the owner. They have had issues with the owner over timely snow removal.
Mr. Alkhal, taking his time to clarify the situation is greatly appreciated. In an update, the city did an excellent job pre-treating the sidewalks on 3 bridges I walked across.
As of 2/16/19, Michael Colon (Bethlehem City Council), did reply to the inquiry. He was unaware of the situation. Stated he would try to find out more information.
