Governor Whitmer Makes Appointments to Boards and Commissions
LANSING, Mich. -- Today, Governor Gretchen Whitmer announced the following appointments to the Michigan Commission on Law Enforcement Standards, State Council for Interstate Adult Offender Supervision, Michigan Community Service Commission, Governor's Task Force on Child Abuse and Neglect, Michigan Interagency Council on Homelessness, and the Michigan Workforce Development Board.
Michigan Commission on Law Enforcement Standards
Michael Hawkins, of Trenton, is a command lieutenant with the Trenton Police Department. He holds a Bachelor of Science in Criminal Justice from Siena Heights University. First Lieutenant Hawkins is appointed to represent the Michigan Association of Police for a term commencing March 18, 2022 and expiring December 31, 2025. He succeeds Michael P. Kunath whose term expired December 31, 2021.
Kimberly S. Koster, of Grand Rapids, is the director of public safety for the City of Wyoming Department of Public Safety. She holds a Bachelor of Science in Criminal Justice from Grand Valley State University and a master’s degree in criminal justice administration from Ferris State University. Chief Koster is appointed to represent the Michigan Association of Chiefs of Police for a term commencing March 18, 2022 and expiring December 31, 2025. She succeeds Eric Payne whose term expired December 31, 2021.
Lisa R. Jackson, Ph.D., of Ypsilanti, is a psychology professor and department chair at Schoolcraft College and chair of the Ann Arbor Independent Community Police Oversight Commission. She holds a Ph.D. in Biological Psychology from the University of Michigan. Dr. Jackson is reappointed to represent the residents of the state for a term commencing March 18, 2022 and expiring December 31, 2025.

Mia Edgerson, of St. Clair Shores, is a grant compliance officer with the Wayne County Prosecutor’s Office. She has over 20 years of experience in victim advocacy and the provision of victims’ services. In her current role, she supports crime victims grants and ensures her office has sufficient funds to provide resources to victims of crimes. Ms. Edgerson holds a Bachelor of Arts in Sociology from the University of Michigan and a Master of Public Administration from Central Michigan University. She is appointed to fill a vacancy representing crime victims for a term commencing March 18, 2022 and expiring October 31, 2025.
Aya Takai, of Bloomfield Hills, is a policy advisor in the Executive Office of the Governor. She holds a Bachelor of Arts in Community and Global Public Health from the University of Michigan. Ms. Takai is appointed to fill a vacancy representing the executive branch for a term commencing March 18, 2022 and expiring October 31, 2022.

The Michigan Community Service Commission strives to build a culture of service by providing vision and resources to strengthen communities through volunteerism. The Commission develops a three-year comprehensive national and community service plan for the state that shall be updated annually, oversees and submits the state's applications to the Corporation for National and Community Service and other public and private funding sources, establishes policies and procedures for the use of federal funds, and develops initiatives to promote community service in coordination with existing programs.

The Governor's Task Force is a multidisciplinary task force from across the State of Michigan driven to improve the handling of Child Abuse and Neglect cases. The Task Force is charged with the review and evaluation of state investigative, administrative, and both civil and criminal judicial handling of cases of child abuse and neglect, and the making of policy and training recommendations.

The Michigan Interagency Council on Homelessness was designed to develop, adopt and update a 10-year plan to end homelessness. The 10-year plan shall include evidence-based improvements to programs and policies that will ensure services and housing are provided in an efficient, cost-effective, and productive manner. The plan shall be coordinated and tailored with the Federal Strategic Plan, "Opening Doors," to meet the needs of this state's homeless population.

Michigan Workforce Development Board
Michael J. Smith, of Negaunee, is the executive director of the Upper Peninsula Construction Council. He holds an associate’s degree in social services from Monroe County Community College. Mr. Smith is appointed to represent the workforce and general labor in Michigan, for a term commencing March 18, 2022 and expiring May 29, 2024. He succeeds Tony Retaskie who has resigned.
The Michigan Workforce Development Board is responsible for the development and continuous improvement of the workforce development system in Michigan. The Board will act as an advisory body and will assist the Governor with the development, implementation, and modification of Michigan’s four-year state plan pursuant to the Workforce Innovation and Opportunity Act and advance the Governor’s 60 by 30 goal of helping 60% of our workforce achieve a post-secondary degree or certification by 2030.

Jo-Ellyn H. Tucker, a Democrat of East Lansing, currently serves on the board of directors of the Capital Area Humane Society, Big Brothers Big Sisters of Mid-Michigan, and the McLaren Foundation. She earned her Juris Doctor degree from Rutgers School of Law and Bachelor of Arts in English from the University of Illinois. Ms. Tucker is appointed to represent Democrats and experts in the delivery of human, educational, environmental, or public safety services to communities and persons, for a term commencing March 18, 2022 and expiring October 1, 2024. She succeeds Michelle Rabideau whose term expired October 1, 2021.
The Michigan Community Service Commission strives to build a culture of service by providing vision and resources to strengthen communities through volunteerism. The Commission develops a three-year comprehensive national and community service plan for the state that shall be updated annually, oversees and submits the state's applications to the Corporation for National and Community Service and other public and private funding sources, establishes policies and procedures for the use of federal funds, and develops initiatives to promote community service in coordination with existing programs.

Governor's Task Force on Child Abuse and Neglect
Ursula R. Ahart, of Detroit, is the executive director of Federation Youth Services and a clinical therapist for Creative Counseling for Children and Youth. She holds a Bachelor of Arts in Sociology from Wayne State University and Master of Social Work from the University of Michigan. Ms. Ahart is appointed to represent individuals experienced in working with homeless children and youths for a term commencing March 18, 2022 and expiring December 31, 2023. She succeeds Danita Echols whose term expired December 31, 2020.
Kyleen J. Gee, of Whitehall, is the executive director of the Child Abuse Council of Muskegon County, a non-profit organization that provides court-appointed special advocate (CASA) services. She holds a bachelor’s degree in business from Baker College and a Master of Business Administration from Capella University. Ms. Gee is appointed to represent child advocates, including both attorneys for children and, where such programs are in operation, court appointed special advocates, for a term commencing March 18, 2022 and expiring December 31, 2024. She succeeds Paula Aylward whose term expired December 31, 2021.
Tonya C. Goetz, of Troy, is an assistant prosecutor with the Macomb County Prosecutor’s Office. She earned her Juris Doctor degree from Boston University and a Bachelor of Arts in History and French from Vassar College. Mrs. Goetz is appointed to represent prosecuting attorneys for a term commencing March 18, 2022 and expiring December 31, 2023. She succeeds Jennifer Pintar whose term expired December 31, 2020.
Ivana Maplanka, of Lake Orion, is the interim director of the Oakland County’s Children Services Operations with the Department of Health and Human Services. She holds a Bachelor of Arts in Psychology from Southern Adventist University and a Master of Arts in Counseling and a Child and Adolescent Specialization from Oakland University. Ms. Maplanka is appointed to represent child protective service agencies for a term commencing March 18, 2022 and expiring December 31, 2022. She succeeds Lynette Wright who resigned.
Chris S. Ninomiya, of Iron Mountain, is a judge with the 41st Circuit Court in Iron Mountain. He earned his Juris Doctor degree from Wayne State University Law School and Bachelor of Arts in Business and Pre-law from Michigan State University. Judge Ninomiya is appointed to represent criminal court judges, for a term commencing March 18, 2022 and expiring December 31, 2023. He succeeds Kelly Ann Ramsey whose term expired December 31, 2020.
James A. Perlaki, of Sterling Heights, is the executive director of the Genesee County Youth Corporation. He is also the treasurer of the Michigan Network for Youth and Families and a board member with the Macomb Homeless Coalition. He holds a Bachelor of Science in Human Resources Development from Oakland University.
Mr. Perlaki is appointed to represent individuals experienced in working with homeless children and youths for a term commencing March 18, 2022 and expiring December 31, 2023. He succeeds Shannon Lowder whose term expired December 31, 2020.
Yasmine I. Poles, of Birmingham, is a judge with the 6th Circuit Court of Oakland County. She holds a Bachelor of Arts in Psychology from the University of Michigan and earned her Juris Doctor degree from Wayne State University School of Law. Judge Poles is reappointed to represent civil court judges for a term commencing March 18, 2022 and expiring December 31, 2023.
Suzanna Shkreli, of Clarkston, is the current director of the Office of Children’s Ombudsman (OCO) for the State of Michigan. The OCO helps improve Michigan's child welfare system through awareness, advocacy, public education, review, and recommendation for the benefit of current and future generations of Michigan’s children. She holds a Bachelor of Arts in Political Science from Oakland University and earned her Juris Doctor degree from the Thomas M. Cooley Law School. Ms. Shkreli is appointed to represent child advocates, including both attorneys for children and, where such programs are in operation, court appointed special advocates, for a term commencing March 18, 2022 and expiring December 31, 2024. She succeeds Bethany Mohr whose term has expired December 31, 2021.
The Governor's Task Force is a multidisciplinary task force from across the State of Michigan driven to improve the handling of Child Abuse and Neglect cases. The Task Force is charged with the review and evaluation of state investigative, administrative, and both civil and criminal judicial handling of cases of child abuse and neglect, and the making of policy and training recommendations.

Ms. Brady is reappointed to represent the general public for a term commencing March 18, 2022 and expiring January 31, 2026.
Craig Brunet, of Lansing, is the interdepartmental liaison for the Michigan Department of Natural Resources. He holds a Bachelor of Science in Political Science and Master of Public Administration from Northern Michigan University. Mr. Brunet is appointed as the designee of the director of the Department of Natural Resources for a term commencing March 18, 2022 and expiring January 31, 2026. He succeeds Mark Hoffman whose term expired January 31, 2022.
Mariam Deland, of Rives Junction, is the community liaison for the Michigan Department of Corrections offender re-entry unit. She holds a Master of Social Work from the University of Michigan and a bachelor’s degree in psychology and criminal justice from Adrian College. Ms. Deland is appointed as the designee of the director of the Department of Corrections for a term commencing March 18, 2022 and expiring January 31, 2026. She succeeds Crissa Blankenburg whose term expired January 31, 2022.

She holds a Bachelor of Arts in Sociology from Wayne State University and a Juris Doctor degree from the Michigan State University College of Law. Erica Patton, of Kalamazoo, is the housing manager for Kalamazoo Community Mental Health & Substance Abuse Services. She holds a master’s degree and bachelor’s degree in social work from Western Michigan University. Mrs. Patton is appointed to represent the general public for a term commencing March 18, 2022 and expiring January 31, 2026. She succeeds Patrick Patterson whose term expired January 31, 2022.
Paula Kaiser Van Dam, of East Lansing, is the bureau director of the Michigan Department of Health and Human Services Bureau of Community Services. She holds a Bachelor of Arts in Economics from DePauw University. Mrs. Kaiser Van Dam is reappointed as the designee of the director of the Department of Health and Human Services for a term commencing March 18, 2022 and expiring January 31, 2026.
Michelle S. Williams, of Grand Rapids, is the special populations unit manager for the Michigan Department of Education Office of Educational Supports. She holds a Master of Arts in Teaching from Marygrove College and Bachelor of Arts in Elementary Education from Calvin College. Mrs. Williams is reappointed as the designee of the director of Department of Education for a term commencing March 18, 2022 and expiring January 31, 2026.
The Michigan Interagency Council on Homelessness was designed to develop, adopt and update a 10-year plan to end homelessness. The 10-year plan shall include evidence-based improvements to programs and policies that will ensure services and housing are provided in an efficient, cost-effective, and productive manner. The plan shall be coordinated and tailored with the Federal Strategic Plan, "Opening Doors," to meet the needs of this state's homeless population.

Michigan Workforce Development Board
Michael J. Smith, of Negaunee, is the executive director of the Upper Peninsula Construction Council. He holds an associate’s degree in social services from Monroe County Community College. Mr. Smith is appointed to represent the workforce and general labor in Michigan, for a term commencing March 18, 2022 and expiring May 29, 2024. He succeeds Tony Retaskie who has resigned.
The Michigan Workforce Development Board is responsible for the development and continuous improvement of the workforce development system in Michigan. The Board will act as an advisory body and will assist the Governor with the development, implementation, and modification of Michigan’s four-year state plan pursuant to the Workforce Innovation and Opportunity Act and advance the Governor’s 60 by 30 goal of helping 60% of our workforce achieve a post-secondary degree or certification by 2030.
