Governor Whitmer Makes Appointments to Boards and Commissions
LANSING, Mich. – Governor Gretchen Whitmer today announced the following appointments to the Manufactured Housing Commission, Natural Resources Trust Fund Board, Michigan Strategic Fund Board of Directors, and the MI-STEM Council.
Manufactured Housing Commission
Daniel Grant, of Dearborn, is the vice president of sales and business development for Skyline Champion, Corp. He holds a Bachelor of Science in International Relations from the United States Military Academy and a Master of Business Administration from Harvard Business School. Mr. Grant is appointed to represent manufacturers of mobile homes for a term commencing September 18, 2020 and expiring May 9, 2022. He succeeds Phil Copeland who has resigned.
Jason J. Hyska, of Bronson, is the senior vice president and head of retail lending for Sturgis Bank & Trust Company. He holds a Bachelor of Business Administration in Finance from Western Michigan University and a Master of Business Administration from the University of Notre Dame. Mr. Hyska is appointed to represent financial institutions for a term commencing September 18, 2020 and expiring May 9, 2023. He succeeds Kevin Barker whose term expired May 9, 2020.
The Manufactured Housing Commission is responsible for establishing uniform policies relating to all phases of manufactured housing, business, manufactured housing parks, and seasonal manufactured housing parks. The Commission has the legal authority to approve local governmental ordinances which would regulate manufactured housing, grant variances to the Manufactured Housing Commission Rules, approve licenses for manufactured home installer/servicers and retailers, and impose penalties on persons who have violated the Mobile Home Commission Act or Rules.

Natural Resources Trust Fund Board
William Rustem, of Mason, is the former president, CEO, and senior consultant for environmental policy and economic development for Public Sector Consultants. He previously served in the administrations for Governors William G. Milliken and Rick Snyder. He holds a Bachelor of Science in Social Sciences and a Master of Science in Resource Development from Michigan State University. Mr. Rustem is reappointed for a term commencing October 2, 2020 and expiring October 1, 2024.
The Natural Resources Trust Fund Board oversees the Michigan Natural Resource Trust Fund (MNRTF) which has been in place since 1976. The Trust Fund provides financial assistance to local governments and the Department of Natural Resources to purchase land or rights in land for public recreation or protection of land because of its environmental importance or its scenic beauty. It also assists in the appropriate development of land for public outdoor recreation.

Michigan Strategic Fund Board of Directors
Britany L. Affolter-Caine, Ph.D., of Ypsilanti, is the executive director and program manager for Michigan's University Research Corridor. She holds a Bachelor of Arts in Political Science from Wittenberg University, Master of Secondary Education from Wright State University, and earned her Ph.D. in Higher Education Policy from the University of Michigan. Dr. Affolter-Caine is reappointed to represent a member with experience in commercialization of technology. She will serve for a term commencing September 18, 2020 and expiring July 31, 2024.
The Michigan Strategic Fund Board of Directors is responsible for the approval of the use of private activity bonds, authorizing the submittal by local governments of Community Development Block Grant applications, and approval of Tool and Die Renaissance Recovery Zones.

Michigan Science, Technology, Engineering, and Mathematics Education Advisory Council (MI-STEM Council)
Gail S. Alpert, of West Bloomfield, is the president and secretary for FIRST in Michigan, a non-profit STEAM organization. She holds a Bachelor of Arts in Business Administration from Michigan State University and earned her Juris Doctor degree from the University of Detroit Mercy School of Law. Mrs. Alpert is reappointed to represent nonprofit organizations that promote science, technology, engineering, and mathematics education. She will serve for a term commencing October 1, 2020 and expiring September 30, 2024.
Christian A. Velasquez, of Midland, is recently retired as the global market director for Dow Chemical Company. He earned his Bachelor of Science in Mechanical Engineering from Kansas State University and Master of Business Administration from Michigan State University. Mr. Velasquez is reappointed to represent economic sectors of this state that rely upon a workforce with education in science, technology, engineering, and mathematics. He will serve for a term commencing October 1, 2020 and expiring September 30, 2024.
The MI-STEM Council is tasked with recommending measures to ensure effective communications, collaboration, and joint objectives among state departments and agencies with responsibilities relating to science, technology, engineering, and mathematics education.
