Governor Baker Nominates Paul Fullam and Courtney Price as Clerk Magistrates of the District Court
BOSTON — Today, Governor Charlie Baker announced the nomination of Paul Fullam as Clerk Magistrate of the Hingham District Court and Courtney Price as Clerk Magistrate of the Leominster District Court. Fullam is currently serving as Acting Clerk Magistrate of the Hingham District Court and Attorney Price currently serves as an Assistant Clerk Magistrate of the Worcester Superior Court.
"As Assistant Clerk Magistrates with extensive experience in the justice system, Paul Fullam and Attorney Price are well-qualified to serve as Clerk Magistrates of the District Court," said Governor Charlie Baker. "I am pleased to submit their nominations to the Governor's Council for their advice and consent."
"Over the course of their careers working in the Trial Court, Paul Fullam and Attorney Price have both demonstrated their commitment to justice and public service," said Lt. Governor Karyn Polito. "If confirmed by the Governor's Council, I am confident that they will continue to serve well as Clerk Magistrates of the District Court."
The District Court hears a wide range of criminal, civil, housing, juvenile, mental health, and other types of cases. District Court criminal jurisdiction extends to all felonies punishable by a sentence up to 5 years, and many other specific felonies with greater potential penalties, all misdemeanors, and all violations of city and town ordinances and bylaws. In civil matters, District Court judges conduct both jury and jury-waived trials, and make final determinations on any matter where the likelihood of recovery is no more than $50,000 (for cases commenced on or after January 1, 2020). The District Court also tries small claims involving up to $7,000 (initially tried to a magistrate, where the defense has a right of appeal either to a judge or a jury).

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April 2015.
Paul Fullam
Paul Fullam has worked in the Massachusetts Trial Court system since 1991, when he joined the Suffolk County Sheriff's Department as a Corrections Officer. There, he would also serve as a member of the Executive Board of the Correction Officers Union Local 419. After nine years with the Suffolk County Sheriff's Department, he joined the Dorchester Division of the Boston Municipal Court in 2000 as a Probation Officer. In this role, he also served as a Probation Officer in the Domestic Violence Court. While serving as a Probation Officer in the Boston Municipal Court, from 2005 until 2010 Fullam also worked as a Guest Relations Supervisor at TD Garden in Boston. In 2007, Fullam transitioned within the Dorchester Division of the Boston Municipal Court to begin serving as an Assistant Clerk Magistrate, where he worked until joining the Hingham District Court in 2013 as an Assistant Clerk Magistrate. In 2020, he was named Acting Clerk Magistrate of the Hingham District Court. Fullam earned a Master's of Criminal Justice from Boston University, and his Bachelor's Degree from Norwich University.
Courtney Price
Courtney Price began her legal career in 2010 as an Assistant District Attorney in the Worcester District Attorney's Office, where she handled cases involving child abuse, sexual assault, gang, gun and felony crimes before the Superior and District Court. During her time in this role, she served as a member of the Child Abuse and Sexual Assault Unit as well as the General Felony and Gang Unit, and as the Superior Court Liaison. After seven years in this role, Attorney Price joined the Worcester County Superior Court in 2017 as an Assistant Clerk Magistrate, where she continues to serve. In addition to her legal work, Attorney Price is actively involved in fundraising for research at Dana-Farber Cancer Institute, leading a team in the annual Jimmy Fund Walk since 2015 and organizing an annual memorial golf tournament in honor of her late husband. Attorney Price earned her Juris Doctorate from Massachusetts School of Law, and her Bachelor's Degree from Clark University.
