Carroll Engineering Corporation – Announces New Shareholders
Warrington, PA – Carroll Engineering Corporation, a leading full-service civil engineering firm in Southeast Pennsylvania, is pleased to announce Justin M. Coyle, P.E.,V.P., Structural Department Manager and John L. Koutsouros, P.E., Planning and Site Design Department Manager have both been named its newest shareholders, effective October 7, 2020. Their new roles as shareholders brings new innovative ideas for pushing CEC’s legacy forward and strengthens the firm’s core business practices in continuing to provide excellent customer services to all our clients. Mr. Coyle and Mr. Koutsouros have been with the firm since 2016, both aiding in the growth of each of their departments with their strong leadership skills and extensive experience in their respective areas of engineering expertise.
Mr. Coyle has over 26 years of engineering and project management experience, with a specialization in bridge design, rehabilitation, and project management. His experience includes all phases of project development from feasibility studies, alternatives analysis, design, rehabilitation schemes, and construction management on state and local projects. Mr. Coyle is a licensed Professional Engineer in Pennsylvania and New Jersey and a PennDOT and NJDOT Certified Bridge Safety Inspector. He also serves as the appointed Municipal Engineer in several Northampton County municipalities. Mr. Coyle has been a key individual on widely known projects in Eastern Pennsylvania such as the replacement of Oakbourne Road Bridge that crosses over Goosecreek in Westtown Township, Chester County. This project co-received the 2019 Road and Bridge Safety Improvement Award; an award sponsored by Pennsylvania State Association of Township Supervisors (PSATS), Pennsylvania Highway Information Association, and PennDOT.
Mr. Koutsouros has over 18 years of experience, with specialization in all aspects of planning and site design engineering. His experience includes representative projects in stormwater management, site planning, zoning and SALDO analysis, subdivisions, grading, erosion, and sediment control, NPDES permitting, utility planning, road layout, hydraulic analysis, wetland remediation, technical specifications, and construction administration. Mr. Koutsouros is a licensed Professional Engineer in Pennsylvania, New Jersey, and Delaware; conversant in a diverse array of projects such as the Bucks County Justice Center/Parking Garage in Doylestown Township, Bucks County, PA, Westrum Luxor Phoenixville Apartment Complex, Phoenixville Borough, Chester County, PA, Rutgers University Golf Course – Accessibility Improvements in Piscataway, Middlesex County, NJ, Homes for Our Troops in Warminster, Bucks County, PA, and many more.
